Macroeconomic growth and fiscal stability have improved since the beginning of 1999 and further strengthened under the International Monetary Fund’s (IMF) Poverty Reduction and Growth Facility (PRGF). Restructuring of the banks in the context of the 4financial sector reform has resulted in a banking system that is adequately capitalised and highly liquid. Trade reforms are taking place in the context of World Trade Organisation (WTO) membership and emphasis on Trade Facilitation and corruption matters is necessary to help the garment industry compete in a liberalised world market.International resources doubled in two years from $1 billion in 2006 to $2 billion in June 2008. From 1994 foreign reserves increased from $100 million in 1994 to $1 billion in 2006.The important factor about Cambodia is that the country nowadays has many NGOs operating on its territory. In 2008 Cambodian Government registered about one thousand organizations.The policy makers, business leaders (and business organizations), opinion-leaders, NGOs, international and regional organisations, Chambers of Commerce etc. that can provide useful strategic contacts, networking, and communicationThe traditional private equity strategy of buying out and investing in profitable, pre-existing businesses is rarely an option in Cambodia. The biggest range of opportunities are the businesses that have not started yet. Beyond the problems of attracting foreign capital, businesses in Cambodia people are confronted with numerous local barriers, the most frequently cited being the extremely limited access to domestic capital, and high transportation and electricity costs. Lending is limited by low confidence in the judicial system and a lack of credit information.
